Thank you for your inquiry. This is not a violation of the City's regulations. The fence is of allowed height for the location on the property and there is no minimum height requirement for a fence. Public Works does allow low fencing and landscaping to be placed along the right of way. The style of fence, ex. wood pickets, is up to the property owner. The pictured fencing is not comparable to placing plastic tips onto exposed rebar at construction sites.
